Why do configuration changes require a restart?
Configuration is resolved when the session starts. Modules register observers based on the resolved shape.
Can I pass getSnapshot() output back into merge helpers?
No. Use input-shaped configuration objects. Passing resolved configuration can throw ConfigurationError.
